Javier serves as Senior Vice President and General Counsel and manages Dutko Worldwide’s Miami office. Javier has extensive knowledge and relationships in state and local government in Florida and has worked on federal and hemispheric trade and public policy issues. His practice focuses on assisting clients with their policy development, advocacy, communications strategy and business development objectives in Florida and Washington D.C.
Prior to joining Dutko, Javier served as Transition Chairman for Miami-Dade County Mayor Carlos Alvarez. His responsibilities included assisting in key personnel appointments and spearheading policy development. Javier also served as Chief of Staff to former County Mayor Alex Penelas, where he oversaw all of the Mayor’s operations, including policy development and media strategy. Prior to his appointment as Chief of Staff, he was Director of Intergovernmental Affairs for Miami-Dade where he was responsible for the development and advocacy of the County’s state and federal legislative agenda. Javier began his career as a litigator in the County Attorney’s Office.
Javier graduated cum laude in History and Political Science from Florida State University and earned his J.D. from Georgetown University Law Center. Since leaving government service, Javier has remained active in numerous civic and charitable causes and serves on the boards of several community organizations. These include Amigos for Kids, an organization devoted to the prevention of child abuse, the Advisory Committee of the John S. & James L. Knight Foundation and Total Bank, a community bank headquartered in Miami.
